Excellence, Frame by Frame: Honoring Ricardo Bessa, Fábio Passos, and Nuno Borges de Carvalho
The IEEE Portugal Section proudly highlights three remarkable figures whose achievements exemplify excellence, innovation, and leadership within the global engineering community. From prestigious recognitions to impactful initiatives, Ricardo Bessa, Fábio Moreira de Passos, and Nuno Borges de Carvalho each represent the forefront of technological advancement and professional service.
Ricardo Bessa has been elevated to the distinguished grade of IEEE Fellow, one of the highest honors bestowed by the IEEE. Born in Viseu in 1983, Bessa’s academic journey began at the Faculty of Engineering of the University of Porto, where he obtained his degree in Electrical and Computer Engineering. He later completed an M.Sc. in Data Analysis and Decision Support Systems at the Faculty of Economics of the same university, followed by a Ph.D. within the MIT Portugal Program in Sustainable Energy Systems.
Currently serving as Coordinator of the Center for Power and Energy Systems at INESC TEC, Bessa’s work focuses on artificial intelligence and data-driven methodologies applied to power systems, renewable energy integration, and smart grids. His extensive involvement in major European research initiatives, including FP7, H2020, and Horizon Europe projects, alongside collaborations with institutions such as Argonne National Laboratory, underscores his international impact. With over 80 journal publications and more than 140 conference papers, his contributions continue to shape the future of sustainable energy systems.
In parallel, the IEEE community celebrates the selection of Fábio Moreira de Passos as part of the 2026 cohort of the IEEE Microwave Theory and Technology Society Outstanding Young Professionals Lecturers. This competitive program recognizes individuals who demonstrate exceptional technical expertise, communication skills, and dedication to advancing microwave theory and technology. As one of only eight global awardees, Passos joins an elite group tasked with delivering lectures worldwide, inspiring the next generation of engineers and researchers. His recognition reflects both personal excellence and the growing prominence of Portuguese talent within highly specialized engineering domains.
Completing this trio of distinguished contributions is Nuno Borges de Carvalho, who plays a pivotal role as coordinator of the IEEE HART (AI-Augmented Hardware Technologies and Systems) Initiative. This forward-looking effort addresses one of the most critical challenges in modern technology: bridging the gap between rapidly evolving artificial intelligence and the hardware systems that enable it.
Under Borges de Carvalho’s leadership, HART promotes a dual approach, developing optimized hardware architectures for AI applications while leveraging AI to revolutionize hardware design processes. The initiative fosters innovation through practical actions such as design competitions, accessible prototyping platforms like “Lab-in-a-Box,” and efforts to democratize access to chip fabrication. By uniting researchers, students, and industry professionals, HART aims to ensure that advancements in AI remain grounded in efficient, scalable, and sustainable physical systems.
Together, these achievements highlight the dynamic role of Portuguese engineers within the global IEEE ecosystem. Whether through groundbreaking research, international recognition, or visionary leadership, Ricardo Bessa, Fábio Passos, and Nuno Borges de Carvalho embody the spirit of innovation that drives the engineering profession forward.
